IL HB5141

Amends the Illinois Procurement Code to add Section 1-10(b)(25) creating a new exemption for procurement expenditures by the State Board of Education related to media marketing campaigns, one-year sole sources, and emergency purchases.

The State Board of Education procurement expenditures under this exemption are not subject to the standard Illinois Procurement Code requirements.

Renumbers the previous paragraph (22) regarding public education programming contracts as paragraph (24).

Maintains existing requirements that contracts over $100,000 entered into under Code exemptions (except paragraphs 1, 2, or 5) must be posted to the procurement bulletin with contractor name, service description, contract amount, term, and exception used.

Requires the chief procurement officer to submit annual reports to the Governor and General Assembly summarizing exempted contracts.
