Requires state agencies disbursing EV charger grant funds to include provisions in award criteria that encourage grantees to use equity eligible contractors.

Mandates grant award criteria include additional points for grantees committing to exclusively use equity eligible contractors.

Requires a portion of grant funds be devoted exclusively for equity eligible contractors and sets aspirational goals for all grantees to use such contractors.

Defines "equity eligible contractor" as a business majority-owned by eligible persons, a nonprofit/cooperative majority-governed by eligible persons, or an eligible person offering independent contractor services.
