Amends the Unemployment Insurance Act to remove the September 4, 2021 expiration date on benefits for non-instructional, non-research, and non-administrative workers at educational institutions and educational service agencies.

Makes unemployment benefits payable indefinitely (rather than through a specific date) to eligible individuals working in non-instructional capacities at educational institutions or educational service agencies for weeks beginning on or after March 15, 2020.

Removes the time limitation that previously restricted these benefits to weeks beginning between March 15, 2020 and September 4, 2021 (including a specified period from January 1 to June 25, 2021).

Maintains existing restrictions on benefits for workers in instructional, research, or principal administrative capacities during academic breaks and between terms, subject to reasonable assurance of future employment.

Benefits remain subject to Section 3304(a)(6) of the Federal Unemployment Tax Act requirements.
