Appropriates $5,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to preapprenticeship workforce development programs serving individuals under age 18 in underserved areas in technology and computer science fields.

Eligible organizations for DCEO grants include community-based organizations, nonprofit entities, community colleges, and public and private universities as deemed appropriate by the Department.

Supported fields include computer and information sciences, information technology, computer systems networking and telecommunications, computer and information systems security, management information systems, and similar fields.

Appropriates $5,000,000 from the General Revenue Fund to the Illinois Community College Board for grants to community college districts and public high schools to administer the 21st Century Employment grant program.

Effective date is July 1, 2024.
