Amends the Paid Leave for All Workers Act to modify the definition of "employee" under 820 ILCS 192/10.

Requires an individual to meet the employee definition in Sections 1 and 2 of the Illinois Wage Payment and Collection Act AND work at least 130 hours for an employer over a period of at least 90 days to qualify as an employee.

Includes all domestic workers as employees under the Act, excluding them from certain exemptions in the Illinois Wage Payment and Collection Act.

Excludes railroad employees under federal Railroad Unemployment Insurance Act or Railway Labor Act, and students employed on a temporary, less-than-full-time basis at their college or university employer.
