Reduces residency requirement for name changes from 6 months to 3 months at the time of hearing or order entry.

Prohibits persons convicted of sex offenses, violent offenses against youth, or arson offenses from filing name change petitions while required to register, unless petition is due to marriage, religious beliefs, trafficking victimization, or gender identity.

Prohibits persons with incomplete felony sentences from filing name change petitions unless pardoned.

Allows petitioners to file motions to impound court files if public disclosure would negatively impact health or safety, including for transgender persons, adoptees, abuse survivors, trafficking survivors, refugees, and asylees.

Permits petitioners to omit their address from court documents and designate alternative service address if disclosure would create risk to safety.
