Establishes procedures for the dissolution of the Elk Grove Rural Fire Protection District by operation of law upon satisfaction of specified conditions

Authorizes the president of the district's board of trustees (as of October 1, 2023) and the mayor of Mount Prospect to close the district's business affairs and must unanimously approve all actions taken

Requires three conditions for dissolution: payment of all outstanding liabilities, conveyance of all remaining real and personal property to the Village of Mount Prospect per inter-governmental agreement, and Cook County Board approval of an accounting showing liabilities paid and property conveyed

Directs financial institutions holding district accounts to transfer remaining funds to Mount Prospect upon presentation of the Cook County Board's approval resolution

Exempts the Special Service Area created by Mount Prospect to replace the fire district's tax levy from the geographical contiguity requirements under the Property Tax Code
