Requires responsible public entities to submit descriptions of potential public-private partnership transportation projects to the General Assembly, counties, municipalities, and metropolitan planning organizations at least 30 days before their fiscal year begins.

Mandates that any new transportation facility must be consistent with the regional plan of any metropolitan planning organization in whose boundaries the project is located.

Requires public entities to notify the public at least 60 days before approving a public-private agreement and hold at least one public meeting in the impacted community.

Specifies public meeting requirements including start time after 5:00 p.m., accessibility for persons with disabilities, translation services for areas where 10% or more of the population speaks a primary language other than English, and presentation of project schedules and environmental impacts.

Requires public entities to create a meeting summary documenting issues raised by the public, respond in writing to all questions within 14 days, and post the summary and responses on their publicly accessible website.
