Transfer licensure responsibility for day care centers, day care homes, and group day care homes from the Department of Children and Family Services to the Department of Human Services effective upon the bill's enactment.

Department of Human Services may adopt rules and execute intergovernmental agreements necessary to assume responsibility for the transferred licensing functions.

Add emergency rulemaking authority to the Illinois Administrative Procedure Act allowing the Department of Human Services to expedite implementation of this transfer through emergency rules.

Emergency rulemaking authority under this section is deemed necessary for public interest, safety, and welfare, and expires one year after the bill's effective date.
