HB5176 - Solar-Ready Buildings Act

• Requires all new large multifamily residential buildings to be built to accommodate solar energy system installation beginning 90 days after the Act's effective date.

• Requires new single-family and small multifamily residential buildings qualifying as affordable housing on a campus to accommodate solar installation beginning 24 months after the effective date.

• Mandates solar energy systems on new buildings with single-family residences producing at least 80% of estimated annual electricity needs, and multifamily/commercial buildings up to 10 stories to generate minimum capacity as established by the Illinois Environmental Protection Agency.

• Allows exemptions for insufficient effective solar area (less than 80 contiguous square feet), substitute renewable energy systems, solar hot water heaters, and affordable housing developments after stakeholder consultation.

• Establishes civil administrative penalties up to $10,000 per violation or twice the estimated additional construction cost, whichever is greater, for non-compliance.
