Amends the Grant Accountability and Transparency Act to add new rules governing stop-payment orders on state grants.

Prohibits the Governor's Office of Management and Budget from issuing or requires lifting of stop-payment orders for public safety departments or agencies (including police and fire departments) when the local government is noncompliant with grant requirements but the specific public safety recipient is compliant.

Stop-payment order prohibition applies only when the grant award is less than $200,000 and funds are designated for fulfilling a state legislative or administrative mandate.

Becomes effective immediately upon enactment.
