Prohibits commissioners, secretaries, Executive Directors, inspectors, clerks, and other employees of the State Liquor Commission from soliciting or accepting gifts, gratuities, emoluments, or employment from any person subject to the Liquor Control Act.

Removes the requirement that secretary, Executive Director, and employees devote their entire time to the duties of their office.

Removes the requirement that commissioners and secretaries take and subscribe to the constitutional oath of office, and eliminates the bond requirement for commissioners and secretaries.

Requires all clerks, inspectors, and employees of the Commission to receive reasonable compensation in the manner similar to other State employees, rather than in an amount fixed by the Commission.

Maintains citizenship requirement for all State Commission employees and prohibits appointment of anyone convicted of violations of Federal or State alcoholic liquor laws or felonies.
