Amends Illinois School Code Section 27-23.7 to establish comprehensive bullying prevention requirements for school districts, charter schools, and non-public schools.

Prohibits bullying based on race, color, religion, sex, national origin, physical appearance, socioeconomic status, disability, sexual orientation, gender identity, and other protected characteristics in school settings and on school-sponsored activities.

Requires schools to adopt bullying prevention policies meeting 14 criteria including investigation procedures (10 school days), parent notification within 24 hours, restorative measures, and annual policy review and evaluation.

Mandates schools collect and submit non-identifiable bullying data to State Board of Education annually from 2024-2025 through 2030-2031 school years, with State Board reviewing compliance by September 30 deadline.

Creates Illinois Bullying and Cyberbullying Prevention Fund to support anti-bullying programming through grants, with eligibility restricted to schools complying with data submission requirements.
