Amends the Wildlife Code to modify evidence requirements for special deer, turkey, and combination hunting licenses under Section 3.1-6.

Establishes that land ownership can be proven using any one of three documents: a current property tax bill showing the hunter as owner, a current income tax return filed with the Department of Revenue showing the hunter as owner, or a current Conservation Reserve Program credit award from the U.S. Department of Agriculture naming the individual hunter as the credit awardee.

Permits free landowner and tenant deer and turkey permits to be issued to Illinois residents owning at least 40 acres and to resident tenants of at least 40 acres of commercial agricultural land.

Allows bona fide equity shareholders of corporations, equity members of limited liability companies, and equity partners of general or limited partnerships owning at least 40 acres to receive free permits, with limits of 15 permits per county for corporations and LLCs and 3 permits per county for partnerships.
