Amends the Illinois Highway Code to allow the General Assembly to appropriate $60,000,000 annually to the Department of Transportation from the Road Fund, General Revenue Fund, or other state funds for bridge construction of 20 feet or more in length.

Modifies eligibility requirements for road districts to receive funding, linking them to Section 8 of the Motor Fuel Tax Law and removing previous references to specific tax rate maximums.

Changes the treatment of lapsed funds: instead of reverting to the Road Fund, unobligated funds after 48 months are now reappropriated in the same fund from which they were allocated.

Creates new Section 6-907 establishing that lapsed funds must be used to provide additional monetary assistance to townships and road districts with insufficient funding for bridge construction projects.

Repeals Section 6-905 of the Illinois Highway Code and directs the Department of Transportation to adopt rules to implement the new lapsed funds provision.
