Creates the No Taxpayer Funding for Abortion Act prohibiting the State and local subdivisions from using public funds to pay for abortions or health plans covering abortion, except when a woman's life is endangered as certified by a physician.

Amends the State Employees Group Insurance Act to exclude elective abortion coverage from health benefits programs, except in cases where abortion is necessary to prevent death.

Modifies the Illinois Public Aid Code to exclude abortion coverage from medical assistance programs and prohibits physicians convicted of performing abortion procedures on non-pregnant women from participating in the State's Medical Assistance Program.

Requires written statements including physician opinions to accompany claims for reimbursement related to abortions, induced miscarriages, or premature births.

Amends the Problem Pregnancy Health Services and Care Act to restrict grants to nonprofit agencies that do not refer, counsel for, or perform abortions; preempts home rule authority and becomes effective June 1, 2024.
