Repeals the Illinois TRUST Act entirely.

Amends the Illinois Identification Card Act to define "immigration agent" as agents of federal Immigration and Customs Enforcement, federal Customs and Border Protection, or successor agencies, replacing prior reference to the TRUST Act definition.

Prohibits the Secretary of State from releasing highly restricted personal information, personally identifying information, images, photos, or facial recognition services to immigration agents unless required by lawful court order, judicial warrant, or subpoena for individual records.

Requires the Secretary to notify individuals within 3 business days when their information is disclosed via court order, warrant, or subpoena, including the identity of the requesting entity.

Prevents the Secretary from entering into agreements to share identification information with other parties unless they certify the information will not be used for civil immigration purposes or shared with third parties for immigration enforcement.
