HB5217 Summary

• Amends the Illinois Police Training Act to exclude lateral hires and previously certified officers reentering the profession from the definition of "probationary police officer."

• Modifies the Illinois Law Enforcement Training Standards Board composition to include 2 certified law enforcement officers employed under collective bargaining agreements and creates a new Certification Review Panel with 9 rotating members to hear disciplinary cases.

• Establishes automatic decertification for officers convicted of felonies or specified misdemeanors after January 1, 2022, subject to review by the Certification Review Panel, and expands discretionary decertification grounds to include excessive force, failure to intervene, tampering with cameras, perjury, and unprofessional conduct.

• Replaces existing in-service training requirements (Sections 7.1 and 10.6) with a new system (Section 7.9) requiring at least 40 hours of training every 3 years beginning January 1, 2026, covering use of force, de-escalation, constitutional law, cultural competency, officer wellness, and firearms restraining orders.

• Creates mandatory annual compliance verification forms submitted by law enforcement agencies, establishes searchable public and restricted Officer Professional Conduct Databases, and requires pre-hire background checks and review of the Board's database before appointing officers.
