Amends the Department of Human Services Act to establish a program providing reimbursement for paid child care expenses on up to 5 sick days per calendar year for parents or guardians of children in licensed day care facilities.

Reimbursement rate for sick days shall be determined by the Department through administrative rule.

Qualifying day care facilities must submit reimbursement claims on behalf of parents or guardians who provide receipts and documentation proving all payment obligations have been satisfied for the claimed sick day.

Department shall reimburse the day care facility, which must then credit the reimbursement amount to the parent or guardian.

Parents, guardians, and relatives already receiving assistance under the Department's Child Care Assistance Program are ineligible for sick day reimbursements under this program.
