Requires counties, townships, and municipalities that have adopted building construction regulations to mandate safety screens or barriers on skylights (12+ inches in least dimension) installed in flat roofs that can withstand at least 500 pounds of force.

Defines "skylight" as a window measuring 12 inches or more in its least dimension installed in a roof.

Prohibits home rule counties and municipalities from regulating flat roof skylights in a manner inconsistent with this requirement, establishing this as a limitation on concurrent exercise of home rule powers under the Illinois Constitution.

Applies to both commercial and residential buildings with flat roof skylights.

Becomes effective January 1, 2026.
