IL HB5223

Allows any county containing a city, village, or incorporated town with a board of election commissioners to establish that municipal board as a county board of election commissioners upon approval by county referendum.

Changes population threshold for counties to establish a county board of election commissioners from "less than 200,000 but more than 175,000 persons" to "less than 300,000 persons" based on the 2020 federal decennial census instead of 2010.

Requires that a municipal board of election commissioners cannot be established as a county board until the question is submitted to county electors at a regular election and approved by a majority of voters.

Prohibits dissolution of a county board of election commissioners unless the dissolution is approved by referendum of the county electors.
