Extends the deadline for the Department of Commerce and Economic Opportunity to compile and publish a disparity study on the personal care products industry from December 31, 2022 to December 31, 2027

Changes the study focus from evaluating intentional discrimination to evaluating demographic data at the supplier and distribution level for beauty products, cosmetics, hair care supplies, and personal care product retailers in Illinois

Requires recommendations for reducing or eliminating barriers to entry for underrepresented populations seeking to establish retail businesses in the personal care products sector

Mandates the Department submit findings and recommendations to the General Assembly and Governor, and publish the report on its website

Extends the repeal date of this provision from January 1, 2026 to January 1, 2029, and makes the study contingent on appropriation
