Amends the Illinois Pension Code definition of "Tier 1 member" in the State Employees Article (40 ILCS 5/14-103.41)

Expands Tier 1 membership to include employees hired by the State before January 1, 2011 in positions allowing purchase of service credit, regardless of when they officially became pension system members

Allows individuals who began State employment prior to January 1, 2011 to qualify as Tier 1 members even if they first joined the pension system on or after January 1, 2011

Becomes effective immediately upon enactment
