Amends the Prevailing Wage Act (820 ILCS 130/2) to exclude construction projects that are contracted for directly by the federal government from the definition of "public works"

Removes federal direct contracts from prevailing wage requirements, meaning workers on such projects would no longer be covered by Illinois prevailing wage protections

Maintains prevailing wage requirements for state and local public works projects, as well as projects financed with state or federal funds through state programs
