Removes per-minute rate caps and FCC compliance requirements for inmate telephone services previously established at 7 cents per minute for debit, prepaid, and collect calls.

Requires the Department of Central Management Services to contract with vendors for telephone services where costs are not based on the number of calls made.

Entitles incarcerated persons to make free telephone calls from correctional institutions or facilities.

Prohibits the Department of Corrections and its agents from adopting rules that charge incarcerated persons per telephone call.

Requires the Department of Corrections to establish rules determining call length, daily call frequency limits, and restrictions on calls for illegal purposes.
