Requires group and individual accident and health insurance policies issued, amended, delivered, or renewed after January 1, 2026 to offer dependent coverage for parents or stepparents of the insured if they meet federal tax dependent definition under 26 U.S.C. 152(d) and reside within the policy's service area.

Exempts specialized health care service plans, Medicare supplement insurance, hospital-only policies, accident-only policies, and specified disease insurance policies from the dependent parent coverage requirement.

Applies the new dependent parent coverage requirement to Health Maintenance Organizations by adding Section 356z.71 to the list of Insurance Code provisions that HMOs must follow.

Makes technical amendments to the Health Maintenance Organization Act and references to the Limited Health Service Organization Act to align with the new coverage requirements.
