Amends Illinois Pension Code Section 5-228 to expand disability benefit denial appeals: policemen can now challenge denials of duty disability benefits under Section 5-154, occupational disease disability benefits under Section 5-154.1, or ordinary disability benefits under Section 5-155.

Entitles prevailing policemen in administrative review actions to recover court costs and litigation expenses, including reasonable attorney's fees, when they successfully challenge a Retirement Board denial of disability benefits.

Adds new provision allowing policemen whose disability benefits are terminated by the Retirement Board to recover court costs and litigation expenses, including reasonable attorney's fees, if they prevail in an administrative review action challenging the termination.

Exempts this legislation from State Mandates Act reimbursement requirements, meaning the State is not required to reimburse local entities for implementation costs.
