Amends the Aid to the Aged, Blind or Disabled (AABD) program to increase cash assistance payments based on federal poverty level thresholds.

Sets minimum total monthly income (including AABD aid and SSI benefits) at 85% of federal poverty level beginning July 1, 2024, increasing to 90% July 1, 2025, 95% July 1, 2026, and 100% July 1, 2027.

Prohibits any reduction in aid amounts for persons already determined eligible for AABD prior to July 1, 2024.

Defines "federal poverty level" as the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services under 42 U.S.C. 9902(2).

Takes effect immediately upon enactment.
