Amends the Firearm Concealed Carry Act to allow Illinois National Guard members residing in another state or territory to apply for non-resident concealed carry licenses regardless of whether their home state's firearm laws are substantially similar to Illinois requirements.

Non-resident applicants must meet all qualifications in Section 25 of the Act except the Illinois residency requirement, and must submit application fees, training certificates, a recent photograph, and notarized documentation of federal and state law eligibility.

Applicants must provide a notarized statement confirming they understand Illinois firearm laws, possess any required license from their home state, and acknowledge subjection to Illinois State Police jurisdiction and Illinois courts.

In lieu of an Illinois driver's license or Firearm Owner's Identification Card, non-residents may submit equivalent documentation from their state or territory of residence and an affidavit confirming they meet Illinois mental health standards for firearm ownership.

Allows non-residents to transport a concealed firearm within their vehicle in Illinois if they meet federal eligibility requirements and hold a valid concealed carry license from their state of residence.
