Establishes the Transit-to-Trails Grant Program under the Illinois Department of Transportation to award grants for projects connecting public transportation to outdoor recreation sites.

Eligible projects include altered or expanded transit operations, new or improved infrastructure (stations, stops, shelters, bicycle facilities), and public outreach efforts to promote transit use and outdoor recreation access.

Eligible grant recipients include public transit agencies, owners of public outdoor recreation lands (parks districts, conservation districts, forest preserve districts), units of local government, State agencies, and nonprofit organizations.

Department shall offer grants annually and prioritize projects serving populations with greatest need for improved outdoor recreation access, specifically residents of R3 Areas as defined under the Cannabis Regulation and Tax Act.

Department of Transportation must adopt rules necessary to implement and administer the program.
