Amends the Environmental Protection Act to add Section 22.40c establishing gas collection and control system requirements for municipal solid waste landfills meeting 40 CFR 60.33c standards.

Requires owners or operators of active landfills to collect gas from each area, cell, or group of cells where solid waste has been in place for one year or more.

Mandates installation of gas collection and control systems within 12 months after the estimated date a landfill reaches federal regulatory thresholds requiring such systems.

Requires gas collection and control design plans to provide for alternative preliminary measures and specifies that flared systems must achieve a methane destruction efficiency rate of 99%.
