Narrows electric vehicle eligibility to exclude off-road vehicles (golf carts), neighborhood electric vehicles, electric scooters, and vehicles with maximum speed below 45 mph.

Restricts rebate eligibility to low-income persons (earning no more than 80% of state median income) beginning July 1, 2024, though all persons remain eligible through June 30, 2024.

Establishes electric motorcycle rebates of $1,500 (starting July 1, 2024), $750 (starting July 1, 2026), and $500 (starting July 1, 2028), compared to higher amounts for other electric vehicles.

Extends rebate application deadline from 90 days to 120 days after vehicle purchase for purchases made on or after July 1, 2024.

Removes the definition of "environmental justice community" and allows deposits into the Electric Vehicle Rebate Fund from the General Revenue Fund or any other fund for program purposes.
