Amends the Counties Code Section 4-6001 to modify compensation structures for county officers (Coroners, Treasurers, Clerks, Recorders, and Auditors) in counties with less than 2,000,000 inhabitants.

Establishes minimum annual compensation ranging from $13,500 to $20,000 depending on county population size, with separate minimum wage scales for different population brackets.

Provides additional annual stipends of $4,500-$6,500 for county clerks, recorders, and election commissioners, funded by the General Assembly and distributed through the State Board of Elections.

Beginning July 1, 2024, requires the State Board of Elections to remit stipend funds directly to counties, with county treasurers depositing funds into a dedicated account and payroll clerks distributing payments within 10 business days.

Specifies that stipends are separate from base compensation and prohibits counties from reducing officer compensation based on receipt of state-funded stipends; requires counties to handle tax reporting and employer pension contributions on stipends.
