Amends the State Finance Act to modify the 100 Club of Illinois Fund, a special fund in the State treasury used to support first responders and their families.

Directs fund moneys to the Secretary of State for grants to the 100 Club of Illinois to provide financial support to children and spouses of first responders killed in the line of duty.

Expands fund use to include mental health resources for active duty first responders in addition to support for families of deceased first responders.

Simplifies the fund's purpose language by removing the previous description of the 100 Club as a not-for-profit charitable organization.
