Requires Illinois medical assistance programs (fee-for-service and managed care) to reimburse qualified mental health professionals for hours spent supervising students and interns, subject to federal Centers for Medicare and Medicaid Services approval.

Mandates the Department of Healthcare and Family Services establish a fee schedule for supervision services and apply for necessary federal waivers or approvals by January 1, 2025.

Requires the Department to submit a rulemaking proposal to the Joint Committee on Administrative Rules within 6 months after receiving federal approval.

Defines "qualified mental health professional" to include licensed social workers, licensed professional counselors, registered nurses, occupational therapists with specified qualifications, and individuals with master's degrees in related fields and relevant clinical experience.

Provides that the Department of Human Services shall reimburse qualified mental health professionals for supervision hours upon receipt of all necessary federal waivers and approvals; effective immediately.
