Amends the Code of Civil Procedure Section 13-102 to prohibit adverse possession claims based on illegal possession of land during any 7-year period.

Adds Section 21 to the Landlord and Tenant Act establishing that no person has a right to occupy or remain on real property without a written lease or rental agreement with the property owner.

Requires all persons legally occupying a property to be listed by name and date of birth on leases, rental agreements, or associated rental applications.

Prohibits subleasing unless expressly permitted in the tenant's written lease or rental agreement with the property owner.

Provides that subleasing violations do not grant legal standing to occupy the property, and sublessees must vacate after receiving notice from the property owner or owner's agent.
