Expands automatic expungement of juvenile records to include juvenile DNA records stored in state or national DNA identification indices under the Juvenile Court Act of 1987.

Allows persons to petition for expungement of juvenile DNA records when the records themselves are not eligible for automatic expungement, with the same eligibility criteria as law enforcement and court records.

Removes the requirement that DNA be collected from juveniles who received a disposition of supervision under the Juvenile Court Act of 1987.

Requires the Illinois State Police to expunge DNA records from identification indices when juvenile expungement is granted and to destroy all related specimens, analyses, and documents, with procedures prescribed by rule.

Specifies that for pre-conviction DNA specimens, unless an individual has other charges or convictions requiring submission, the DNA shall not be submitted to the FBI's Combined DNA Index System (CODIS).
