Amends the Illinois Parentage Act of 2015 to clarify that civil or administrative proceedings may be maintained to adjudicate child parentage and allocate parental responsibilities.

Adds new subsection (c) to Section 204 stating that presumption of parentage provisions cannot be construed to limit the rights of unmarried parents.

Preserves existing presumptions of parentage based on marriage, civil union, or substantially similar legal relationships, including those formed before or after a child's birth.

Applies the presumption framework to situations where marriages or legal relationships are invalid but entered into in apparent compliance with law.

Known as the "Good Dad's Act."
