Amends the Homeowners' Energy Policy Statement Act to define "video doorbell" as an Internet-enabled doorbell equipped with a camera or microphone that sends notifications to users, is activated by guest arrival or remote control, and allows users to watch and communicate with guests.

Prohibits homeowners' associations, common interest community associations, and condominium unit owners' associations from adopting bylaws or taking actions that prohibit the installation of solar energy systems installed for the primary purpose of providing solar energy to a video doorbell.

Applies the Act's protections to solar energy systems specifically designed to power video doorbells, ensuring such installations cannot be restricted by governing entities of residential associations.
