Secretary of State shall issue a free State Voter Identification Card to any registered voter in Illinois who applies for it or requests renewal.

Card must include a photograph and signature or mark of the applicant, though religious objections to photography may be accommodated by rule.

Card expires 5 years after issuance or when a voter changes their name or residence, whichever occurs first.

Card may only be used for identification purposes by the person to whom it was issued.

Secretary of State must make application forms available to the public no later than January 1, 2025, and shall adopt rules for implementation and administration.
