Authorizes school boards and teachers' exclusive representatives to establish alternative procedures for teacher evaluation, remediation, and removal for cause, provided student performance data is a significant evaluation factor and teachers are rated as "excellent," "proficient," "needs improvement," or "unsatisfactory."

Pauses timelines for remediation plans when the Governor declares a disaster due to public health emergency that suspends in-person instruction; resumes plans that had been in place for 45+ days when instruction resumes, while plans under 45 days discontinue and restart.

Requires school districts by September 1, 2022 to ensure teachers rated "excellent" or "proficient" are evaluated at least once within 3 school years and informally observed at least once within 2 school years after receiving the rating.

Permits waiver of evaluation requirements for the 2022-2023 school year only if a public health emergency disaster is declared and the teacher was previously rated "excellent" or "proficient."

Requires school boards and teachers' representatives to negotiate a new evaluation system by August 15, 2025 if the State Board of Education determines racial, ethnic, socio-economic, or geographic disparities exist in evaluation outcomes.
