• Illinois State Police Director must investigate and certify within 180 days whether microstamping-enabled pistols are technologically viable, including live-fire testing evidence.

• Following certification of technological viability, Illinois State Police must establish performance standards, verification processes, training/licensure requirements, and a dedicated division within 1-2 years to service semiautomatic pistols and components.

• Licensed firearms dealers are prohibited from selling any semiautomatic pistol unless it has been verified as microstamping-enabled, containing a manufacturer-installed or state-licensed serviced microstamping component.

• Violation of the firearms dealer requirement is a Class 3 felony, with the penalty provision becoming operative either 4 years after certification of technological viability or 1 year after the first entity is licensed to service firearms, whichever is earlier.

• Exempts pistols manufactured prior to the effective date of the Act from the microstamping requirements.
