Establishes minimum wage of $15 per hour for employees 18 years and older effective January 1, 2025, with scheduled increases from current $14 per hour in 2024.

Eliminates the gratuity allowance for tipped employees starting January 1, 2025, requiring employers to pay full minimum wage regardless of tips received.

Requires employers to pay the full applicable minimum wage rate, including any higher rates set by local ordinance in home rule municipalities, after January 1, 2025.

Sets minimum wage for employees under 18 years old at $13 per hour starting January 1, 2025, with higher rates for those who have worked more than 650 hours in a calendar year.

Preempts home rule authority over minimum wage by declaring the gratuity wage elimination as a denial and limitation of home rule powers under the Illinois Constitution.
