Requires the Chicago Transit Authority (CTA) to install one bench at each public bus stop that does not already have a bench installed, subject to appropriation and the Authority's specified installation order based on available funding.

Requires local mass transit districts to install one bench at each public bus stop that does not already have a bench installed, subject to appropriation and the district's specified installation order based on available funding.

Requires the Suburban Bus Board to install one bench at each public bus stop that does not already have a bench installed, subject to appropriation and the Board's specified installation order based on available funding.

Prohibits home rule units from preventing bench installation except for reasonable restrictions on bench location, and designates this as a state power limitation under the Illinois Constitution.
