Requires the Government Finance Research Center at University of Illinois at Chicago to issue a report by June 30, 2025 evaluating the efficiency of the Department of Innovation and Technology, subject to appropriation.

Report must provide policy recommendations for the Department of Innovation and Technology and the agencies it serves based on findings.

Report must address: (1) whether the Department saved or lost State money due to its centralized structure; (2) how the Department's performance compares to alternative structures in other states; and (3) whether the Department adequately supports cybersecurity upgrades for State agencies.

Advisory committee to develop the report shall include the Director of the Department of Innovation and Technology (or designee), Director of Central Management Services (or designee), and Chief Procurement Officer for General Services (or designee).

Section automatically repeals on January 1, 2027.
