• Establishes location restrictions prohibiting video gaming terminals within 1,000 feet of horse racing facilities or riverboat docks, and within 100 feet of schools or places of worship, with Board waiver authority under specified conditions.

• Authorizes the Board to deny licenses preventing concentration of video gaming operations in malls containing 4 or more separate locations, and to prevent "undue economic concentration" by individual terminal operators through adoption of rules.

• Requires terminal handlers, technicians, sales agents, and other personnel to obtain appropriate licenses; establishes criminal penalties including Class 4 felony for terminal operators violating profit-sharing and incentive restrictions.
