Amends the Illinois Police Training Act to require the Illinois Law Enforcement Training Standards Board to conduct or approve training programs on crimes motivated by bias, including those based on race, color, ethnicity, religion, sex, gender, sexual orientation, gender identity, age, national origin, or disability.

Training courses must include material to help officers distinguish bias crimes from other crimes, understand and assist victims, and ensure accurate reporting; Board must review and update courses every 3 years in consultation with the Commission on Discrimination and Hate Crimes.

Requires new law enforcement officers to complete the bias crimes training as part of their basic training curriculum, with the training referenced in Sections 7, 8.1, and 8.2 of the Act.

Allows current law enforcement officers to earn continuing education credits by completing the approved bias crimes training programs.

Board must provide instructional materials patterned after approved training to law enforcement agencies for in-service training that meets Board requirements and is updated periodically.
