Amends Illinois Vehicle Code Section 11-907 to expand protections for stationary authorized emergency vehicles and defines "emergency scene" as any location where a stationary emergency vehicle is present with activated flashing lights

Requires drivers approaching stationary emergency vehicles on highways with 4+ lanes to change lanes away from the emergency vehicle and reduce speed to a reasonable and proper rate, or if lane change is unsafe, to reduce speed and maintain safe distance

Establishes penalties for violations including fines of $250-$10,000 for first offense and $750-$10,000 for subsequent offenses, with enhanced penalties of Class A misdemeanor for property damage, Class 4 felony for injury or death

Mandates driver's license suspension of 90 days to 1 year for property damage violations, 180 days to 2 years for injury violations, and 2 years for death violations

Creates Scott's Law Fund for State Police to fund educational materials and off-duty officer enforcement, and establishes Transportation Safety Highway Hire-back Funds for counties to use citation revenues for construction zone safety monitoring
