Amends the Community Emergency Services and Support Act to delay coordination timelines between 9-1-1 PSAPs and mobile mental and behavioral health services from July 1, 2024 to July 1, 2025.

Delays the effective date of state prohibitions on law enforcement involvement in mental health responses from July 1, 2024 to July 1, 2025 or when three specified conditions are met, whichever is earlier.

Maintains prohibitions preventing law enforcement from being dispatched to mental or behavioral health emergencies unless the individual is involved in criminal activity or poses a threat of physical injury to self or others, in areas with available mobile mental health relief providers.

Maintains restrictions on mobile mental health relief providers assisting in involuntary commitments beyond reporting concerns, providing witness statements, and fulfilling legal reporting obligations.

Effective immediately upon enactment.
