Amends the Illinois Finance Authority Act to establish labor standards for Climate Bank-funded construction projects, including requirement for fully executed project labor agreements.

Mandates prevailing wage payments to construction workers in accordance with the Prevailing Wage Act and federal Davis-Bacon Act for all Climate Bank-funded projects.

Requires participation benchmarks during construction for apprentices enrolled in U.S. Department of Labor-registered apprenticeship programs.

Directs the Illinois Finance Authority, in its Climate Bank role, to consider creating clean energy jobs, promoting high-road labor standards in renewable energy and energy efficiency sectors, and developing a pipeline for skilled workers entering the clean energy market.
